As anyone who knows me will testify , I get rather worried when this particular consultancy firm produces transport reports (link below.)

This has now been reviewed by Roger of Saltash Rail Users Group (many thanks) :

"I really don't think you've got much to worry about here - it is just a review of the round 1 LTPs (2001-6) highlighting various successes. It does underline the importance of what gets included in the new LTPs (now published) - but is pretty neutral on what should be in there."
