Another weighty document which means well, but I can only see most of it as being aspirational. Trying to squeeze more out of possessions is fraught with danger - not to mention the risk of more overrunning, there's also the safety risk to staff from having services running on one of two lines. There's talk of installing crossovers and bi-directional signalling so that one track can be kept open when there's an overnight possesion, but of course that will mean lots of possesions whilst that infrastructure is installed!
