Under the plans, announced on Thursday, the number of new dwellings, including houses and flats, originally recommended for north Wiltshire could rise by 3,700 to 13,700, while in west Wiltshire the recommendation is for a further 12,300 homes, a rise of 1,800 on initial estimates.

Yes, the figures proposed in the Regional Spatial Strategy were around 20 to 25% "shy" of the figures for the number of homes that the government now considers that are needed to be built, and it's no great suprise that the extras have been spread evenly across all areas already earmarked for growth.
Which goes make the case even more for an appropriate train service - and not just two trains at very silly times indeed as far as the customers are concerned - even more obvious!

They must mean the total for West Wilts is 12,300 rather than an additional 12300 surely?

In addition to what we have at the moment, I think, rather than in addition to the growth that was suggested in the earlier version of the RSS projection.
