An Alternative Future?

Of course , it could all be so different. If I had to work under the same rolling stock constraints , then this is the service that I would specify for our timetable area from December 2006. It would require laying a connecting track between the Weymouth line and Yeovil Junction (an idea along the same lines as part of Chris Grayling's speech at Melksham station on 7 July 2006.)

REMAINING WITHIN THE GREATER WESTERN FRANCHISE

Rhoose (Cardiff Airport) - Barry - Cardiff Central - Newport (South Wales) - Severn Tunnel Junction - Patchway - Filton Abbey Wood - Bristol Temple Meads - Keynsham - Oldfield Park - Bath Spa - Trowbridge - Westbury - Warminster - Salisbury - Southampton Central - Fareham - Cosham - Fratton - Portsmouth & Southsea - Portsmouth Harbour. (Hourly , 8 units) 4 services in each direction per day to serve Pilning.

Severn Beach - St Andrews Road - Avonmouth - Shirehampton - Sea Mills - Clifton Down - Redland - Montpelier - Stapleton Road - Lawrence Hill - Bristol Temple Meads - Keynsham - Oldfield Park - Bath Spa - Freshford - Avoncliff - Bradford - On - Avon - Trowbridge - Westbury. (Hourly , 4 units) Extended to Frome - Bruton - Castle Cary - Yeovil Pen Mill - Yeovil Junction. (2 - hourly , 1 unit)

Swindon - Chippenham - Melksham - Trowbridge - Westbury - Dilton Marsh - Warminster - Salisbury - Dean - Dunbridge - Romsey - Southampton Central. (2 - hourly , 2 units)

TRANSFERRED TO THE SOUTH WESTERN FRANCHISE

Weymouth - Upwey - Dorchester West - Maiden Newton - Chetnole - Yetminster - Thornford - Yeovil Junction (2 hourly , 1 unit) , attaching / detaching to London Waterloo - Exeter service then calling at Crewkerne - Axminster - Honiton - Feniton - Whimple - Pinhoe - Exeter Central - Exeter St Davids.

NOTES

1) 2 - hourly clock - face service for Dean , Dunbridge , Dilton Marsh & Melksham that would run from BOTH Swindon - Southampton & Southampton - Swindon.

2) New service to / from Rhoose (Cardiff Airport.)

3) Viable service for Pilning.

4) All - day hourly service for Patchway.

5) Half - hourly service for Keynsham & Oldfield Park.

6) All - day hourly service for Freshford & Avoncliff.

7) New Cross - Bristol - Bath service that would bring obvious potential congestion relief benefits.

8 ) All - day hourly train service for Severn Beach & St Andrews Road.

9) Above service would combine with existing hourly service to provide a half - hourly Avonmouth - Bristol frequency.

10) New rail link between the two Yeovil stations.

11) New Exeter - Weymouth service.

12) The proposed Cardiff - Brighton service would be removed and replaced with a reliable connection into the proposed South Western Franchise hourly semi-fast Southampton - Brighton service.

13) Enough capacity would be freed up for any future improvements to Welsh passenger services. There would also be an opportunity for the Welsh Assembly to provide / fund a second Cardiff - Bristol corridor service in the meantime.

This suggestion seems such an utterly brilliant idea.... What sort of people are the DfT / Network Rail / FGW employing if they cant come up with an idea like this?  Or is there a hidden agenda? 
As has been mentioned it might be like telling a baker how to bake his bread but has the idea been brought up with the decision makers?

Nick, yes, Lee's put a lot - a LOT - of work and effort into this and the practicallity of it.  There's one or two things that I might personally query - adjustments around the edge really - but some of the through services offered seem to make enormous sense and this is the way that things should / could go into the future.  I've been impressed by certain continental countries where a network of good connections on a "clock face" service provides the structure for a service that sells itself to its potential users and you get a high uptake in custom.

It would  feel dangerous - mighty dangerous - for me as an amateur to suggest to the paid professionals an alternative to what they've come up with.  But then what's ideally needed may well be the fresh look of someone who's studied far wider that I have, in conjunction with many others with detailed background knowledge of their own areas - be it a physical part of the territory, platform allocation, marketing or robust timetabling in the event of late running.  I fear it's too late - far too late - for an opportunity of this sort to be taken for December 2006, and there's a complete lack of political will for it within the decision maker organisations anyway.   The Master is intent on setting as many rules as he can (I've just been looking at the minute detail on the SLC2), and the poodle in meeting most of those rules and maximising profit, without major throught to the people who should be the real masters - those who travel by train, and those who wat a service so that they can travel by public transport, quickly reliably and efficiently, in the future.

Great suggestions, Lee. I particularly like Severn Beach-Yeovil, but if Portishead was opened I'd link most of those services with there. Also the dedicated 2-hourly Swindon-Southmapton service would be a real benefit. A few things...

I feel some summer-only Bristol-Weymouth and Bristol-Brighton services should be retained but the timetable in winter should be as you suggested.

I don't feel there's a real need for half-hourly Keynsham and Oldfield park services just yet, except peak times (of which more should be provided to these stations, and Bradford-on-Avon, in my opinion.) A dedicated hourly service would be fine off-peak.

That's it, there's nothing else I can think of that I'd change. I really wish you were in control of our railways, Lee!

Whilst I agree with the vast majority of the findings of the above study , I disagree with the proposal contained within it to close Thornford station for the following reasons :

1) As the study itself says , "Chetnole, Yetminster and Thornford could not be served adequately by a replacement bus service."

2) Lets face it , I am highly unlikely to support a proposal to close ANY station , am I?  Smiley

There is another solution.

The Portsmouth - Cardiff December 2006 timetable (link below) is leisurely enough to allow stops to be made at Dean , Dunbridge & Dilton Marsh without increasing the overall journey time.

This would release the Southampton - Westbury "shuttle" unit , allowing it to be used to provide a 2 - hourly Swindon - Westbury service (link below.)

Here are the benefits :

No need for the DfT to fund an extra unit for the Swindon - Westbury section if this solution is taken up.

2) First gain a service that is guaranteed to make a healthy profit.

3) Dean , Dunbridge & Dilton Marsh gain additional direct journey opportunities.

4) No need to change SLC2 , as it already allows for stops to be made at the above stations in the Portsmouth - Cardiff service. All that would be required would be the insertion of our service.

5) Capacity would be freed up on the Salisbury - Westbury section , allowing the London Waterloo - Bristol service to be retained.

6) Quote from the Swindon - Westbury Open Access Proposal :

"The single track line is shown in Network Rail plans as a medium growth line. From just an occasional freight train a few years back, this traffic has already expanded. Should it continue to grow, additional signalling may be required so that trains can follow each other without the need for passing loops or doubling. By using existing layby facilities at Westbury and Swindon, longer distance freight trains can follow passenger trains through - with a one-hour northbound "slot" followed by a one hour southbound slot, a 20 minute journey time and a 10 minute interval between trains, maximum capacity in a 2 hour period would be 4 trains in each direction. 30 trains per day in each direction is comfortable under this regime. Note that the 20 minute journey time would allow additional passenger trains stops to be added at Lacock and Staverton/Holt."

The A350 is about to get clogged up with HGV's diverted from Bath (click on http://www.savethetrain.org.uk/forum/index.php?topic=456.msg1331#msg1331). This will improve the business case for the proposed Westbury Freight Terminal. If the signalling improvements proposed by Graham are made a condition of approval , then a large number of lorries will be taken off our roads and put onto rail , with no threat posed to the future of the Melksham line passenger service. The likely interest from companies wishing to avoid the A350 will mean that this measure will pay for itself in next to no time. This can only benefit us all , and would also fulfill a key aspiration of Transport 2000 and other environmental transport groups (see section 8.5 of the link below.)

I've not seen the full detail yet, but from comments in an email from First Great Western I beleive that (some of) the new Stagecoach service o Chippenham will run to / from / via the railway station. 

There is a lot - a huge amount - to be said for excellent, regular, all day connections between bus and train.  An integrated system.  In most circumstances, bus is a much less attractive and slower alternative to the train, but it does allow for extra provision and places to be reached and connected in.  The press release on the 55 (Swindon to Chippenham) bus looks strong, and I hope it connects in well at both ends.  But, yes Nick, it does mean that Wootton Bassett passengers must continue to sit in that queue that forms from there up to the M4 and Swindon at busy times rather than being able to have a 10 minute train ride in.

To a certain extent I agree with you , Graham , but consider the following :

The Bristol Showcase Bus Routes Scheme will cost £68 million , £42 million coming from the DfT. Regional assemblies were not allowed to include rail schemes in their own bids to the DfT , which remains sceptical (to put it kindly) to the benefits of rail , while offering large amounts of public money for bus - related bids.

Thats £68 million for a bus scheme that parallels several existing passenger rail services , and probably wont do what it says on the tin (link below.)

Then you could route buses from / to areas out of reach of the rail network via all of them , linking in with trains to form the basis of a truly integrated public transport system which I could begin to support.

Its NOT rocket science , but it IS both feasible and affordable.

The money is obviously there , its the agenda thats the problem.

Here is the Greater Bristol suburban rail network that I would specify. again I have assumed that I would be bound by the same rolling stock constraints. My proposal is based on a far smaller scale version of the Paris network (link below.)

It should also be bourne in mind that passenger figures at several Bristol suburban stations have declined in recent years. I have deliberately targeted increased frequencies at all such stations. My proposal would not require capacity enhancement between Yate & Weston - super - Mare , a measure flagged up by both the SRA Great Western Main Line Route Utilisation Strategy and the Network Rail Business Plan 2006.

However , taking a long - term view , this enhancement is likely to become a high priority , in terms of both passenger & freight service development.

This is where Transport 2000 could play a crucial role. I see no reason why its "political leaning" should stop it from prominently featuring Yate - Weston - super - Mare capacity enhancement (along with other worthy proposals) as part of its "Growing the Railways" campaign (links below) especially as it would be a perfect fit with its long - held policy objectives.

Looking further afield , the forthcoming withdrawal of the buffet car from the FGW London Paddington - Bristol service (click on http://www.savethetrain.org.uk/forum/index.php?topic=438.msg1292#msg1292) and the resultant journey time reduction , would provide the perfect opportunity to allow stops to be made at Corsham & Wooton Bassett , if stations were to be built at these locations. Wooton Bassett could also be served by a 2 - hourly Southampton / Westbury - Swindon service , along with new stations at White Horse Business Park , Staverton / Holt and Lacock (see link below.)

Finally , you will have noticed that I have included a stop at Ivybridge in my proposed "RER 3" service. This is because I would withdraw the proposed Newton Abbot - Plymouth shuttle service , and transfer the Class 158 unit that is due to provide it to the Westbury - Swindon line. This would still (even taking into account the withdrawal of their SWT services) leave Ivybridge with around 35 services per weekday , well up on the 24 that currently serve the station. This would be justified given the strong recent growth in their passenger figures , and would also provide Ivybridge passengers with greater direct journey opportunities than currently proposed. Providing a stop at Ivybridge in the Cross Country service would also be a useful first step to providing a similiar Paris - style suburban rail network for Plymouth. Proposals for this have already been made (link below.)

Deploying a Class 158 unit on the Westbury - Swindon service would have the following benefits :

1) It would provide sufficient seating capacity to accomodate the projected future growth in passenger numbers.As the rcent protest demonstrated , a Class 158 unit does not look out of place on the Melksham line (link below.)

2) The higher speed of a Class 158 unit would reduce the potential capacity disbenefit of a 2 - hourly Westbury - Swindon service on the busy main line between Thingly Junction & Swindon.

This process of running down the Suburban Bristol rail services will begin in December 2006 with the transfer of 7 Class 143 units to Exeter depot to operate services on the Exmouth, Paignton and Barnstaple lines. These are likely to be replaced by the 7 remaining Class 153 units (not including the Southampton - Westbury shuttle ,which will run for 1 year only) , thus bringing a reduction in seating capacity from 104 seats per vehicle to 75 seats per vehicle. This will increase overcrowding , make revenue collection at peak times almost impossible , and force many passengers off the trains.

This will also have a knock - on effect for the Exmouth , Paignton and Barnstaple lines. Class 143 units were occasionally used on rural branch lines but this was generally avoided where possible due to problems with wheel wear and the noise on sharp corners. The transfer of these units from Bristol to Exeter is apparently at the request of the Department for Transport , and no indication has been given as to how the problems with sharp corners will be overcome.

This is likely to lead to breakdowns , cancellations and "revisions" (click on http://www.savethetrain.org.uk/melkshamrailway/138_Lies_damned_lies_and_statistics.html) . In turn , this will badly affect usage figures.

The above is compounded by the fact that the Class 143 units currently being deployed on the Severn Beach line are close to expiry & collapse (link below.)

Part of the money saved by scrapping the Bristol Showcase Bus Routes Scheme , in favour of upgrading the Bristol Suburban rail network , would be spent on hiring 7 Class 185 units (link below.)

In my view , we face a stark choice regarding the railways of Plymouth & Cornwall. We can either :

1) Intervene now.

2) Stand by and watch many passenger services being withdrawn one by one.

The following proposals are radical but , I believe , necessary.

1) The withdrawal of all Greater Western Franchise services west of Plymouth. The spare HST rolling stock would be transferred to a fledgling East - West Rail Link Franchise (link below.)

CORNWALL RAIL SERVICES

Below is a recently - asked Parliamentary Written Question.

Chris Grayling: To ask the Secretary of State for Transport how many (a) passenger train carriages and (b) multiple units are stored on the rail network but are not in service.

Derek Twigg: Around 330 passenger carriages are currently in store. These are mainly locomotive hauled coaches previously used on long distance routes and which have been replaced with new or younger cascaded rolling stock.

Cornwall is the only area in the south of England to qualify for EU Objective One funding (GDP per capita for the region must be below 75% of the EU average) and has an excellent record in securing it (link below.)

Through either Objective One or central government funding , run - round loops would be restored at the termini of each of the Cornish Branch Lines. A passing loop would also be installed at Penryn (on the Falmouth Line) as recommended by the Network Rail Business Plan 2006. These measures would allow some of the spare rolling stock (along with the required locomotives) mentioned in the Grayling PWQ to be deployed on the following services :

Penzance - St Erth - Lelant Saltings - Lelant - Carbis Bay - St Ives. (half - hourly)

Penzance - St Erth - Hayle - Camborne - Redruth - Truro (hourly) extended to St Austell - Par - Lostwithiel - Bodmin Parkway - Liskeard - Saltash - St Budeaux Ferry Road - Keyham - Dockyard - Devonport - Plymouth. (2 - hourly)

Falmouth Docks - Falmouth Town - Penmere - Penryn - Perranwell - Truro (hourly) extended to St Austell - Par - Lostwithiel - Bodmin Parkway - Liskeard - Saltash - St Budeaux Ferry Road - Keyham - Dockyard - Devonport - Plymouth. (2 - hourly)

Cross Country Franchise services west of Plymouth would remain as per the currently proposed specification (page 24 of the following link http://www.dft.gov.uk/stellent/groups/dft_railways/documents/page/dft_railways_611834.pdf). Track access charges would be payable to the new Plymouth & Cornwall TOC.

Cornwall rail service demand is seasonal in nature. One of the main advantages of locomotive - hauled trains is that the number of coaches can easily be altered to suit this.

However , the main disadvantage is the age of the coaches. Investment in new rolling stock will need to be considered within 5 - 10 years. As with my proposals for Bristol , (see earlier post above) I would favour Class 185 units. By then though , Cornish rail services should be operating in a more secure financial climate , free of costs such as train leasing , a major current concern (link below.)

The re - instated run - round loops could then be used to run enthusiast specials , with trains provided by an organisation such as the Bodmin & Wenford Railway , (click on http://www.bodminandwenfordrailway.co.uk/) an idea very much in keeping with the original ethos of the Community Rail concept. This would also provide a welcome boost for Cornish tourism , which would be enhanced by the continued efforts of the Devon & Cornwall Rail Partnership (link below.)

Along with the Yeovil Southern Chord and a phased rolling stock replacement programme for the South West , re - opening the Bere Alston - Tavistock line , with a passing loop in the Bere Ferrers area , would be my top priority infrastructure aspiration. This investment would pay for itself over time by sharply reducing the Gunnislake line subsidy.
