What has the government done in the South West

As a rail user in the South West, I was disappointed by how litlle this page on the PM's web site says about what the government has done for public rail transport in the South West:

Does anyone know what proportion of "Mr Average"'s lifetime is spent in educational establishements, in medical care, staying at her majesty's pleasure, travelling, at home alseep, at home relaxing, at work, shopping, etc?
