The European Union has proposed a spending package of over €5.1 billion (US$7.6 billion) to help pay for construction of new high speed rail , highway , and canal links across the 27-nation union (link below.) http://www.rmtbristol.org.uk/2007/11/eu_proposes_51_billion_to_help.html#moreThe package also includes funding for the EU's planned Galileo satellite navigation system. Most of the money would subsidize cross-border projects such as a high speed rail link between Lisbon and Madrid , or Rail Baltica , a railway project to link the Baltic countries of Lithuania , Latvia and Estonia with Warsaw and Berlin.
